When a child or adolescent has their rights violated, they are sent to a shelter. However, policies for caring for children and adolescents need to be coordinated with actions to help families to avoid institutionalization or to shorten it when it is exceptionally necessary. In this context, to avoid institutionalization in shelters in a scenario of overcrowding, which often results in the interruption of the child and adolescent's development process, during the legal proceedings of the legal process, these children at risk are placed in special temporary homes: Foster Families.
